Dry counties however are created by popular vote, none of which exist that I know of. We do still have dry towns, but this also is by popular vote. I think the alternative can be seen on display in NewOrl'ns. Not very attractive to say the most. It is not illegal in Texas to be drunk. But we do have laws against open containers in public and public intoxication. PI is really just an excuse to lock anyone up the cops want to, so the drunks tend to scatter when they see the police show up.
