He was a staunch Hegelian. Hegel is the only philosopher cited in his 1887 essay on public administration. A friend's dissertation deals with how Wilson and the other Progressives used Lincoln as a means to propagate their ideas. He is amazed at how Hegelian Wilson really is. In his 1887 essay, Wilson lauds the Prussian Civil Service and happily announces that with the new science of administration, it would be possible to graft it into the American administration without having to endure the tribulations the Germans suffered in constructing it.
