Kelly to ask his close associates and friends, and he's referenced Sam's August 1996 article in Chronicles. I encourage everyone to read that piece, because if that's a pro-abortion piece, I'll eat my hat. Sam was, like all the rest of us at Chronicles, a federalist on abortion. If there is ever to be real movement on the life issue in the United States, it will first need to be returned to the states. Sam's analysis in the August 1996 issue is spot on: Republicans have refused to consider a federalist solution because it doesn't provide them with a political advantage.
