It was evident enough to the Church at least since the time of Clement XII (1738), and to all Catholics willing to acknowledge the authority of the Pope in such matters. De Maistre was eloquent about the anarchy resulting from open unbelief, and the divine authority of secular rulers, and at the end of his fairly long life turned to the Papacy as the ultimate in his philosophy of authoritarianism. I am willing to imagine that he came gradually to his full appreciation of Catholicity, but I think it would be a great mistake to approach things from his angle.
