I forget to include the end of the distribution tail. The actual number would be closer to 84%. The mean IQ is set at 100, with a standard deviation of 15. If an average of a subset of the population (Negroes) have an IQ of 85 (as testing has found), then 84% will fall below the overall average of 100, with 16% falling above 100. 16% of Whites score below 85, whereas 50% of Negroes do so. 50% of Whites score below 100, whereas 84% of Negroes do so. 84% of Whites score below 115, whereas 97% of Negroes do so. 97% of Whites score below 130, whereas 99% of Negroes do so. 16% of Negroes score below 70 (mental retardation), whereas 2.5% of Whites do so.
