The child of two people with extremely high IQs will not necessarily also have an extremeley high IQ. The child's score will "regress" towards the mean. Any improvements in IQ over society will be marginal - besides, how many dead people is it worth improving the average IQ by 5 points? Also, by legalizing murder, does that in turn actually lower the average IQ by way of promoting a culture of death over life? People that are alive tend to have higher IQs than those dead.
