It still exists. This institution has not been activated because we are too content with the current political status quo. The church needs a secular right arm to defend it. This office has been given to Holy Roman Emperor, no one else. The modern democratic institutions can not replace this holy right arm of the Church. Nor can we wish this to happen, or make it happen. The modern democratic institution is a dead limb that can not be grafted onto the body of Christ. The church is now defenseless against the assaults of the modern dominant culture.
