Your response to this problem is to create a system where politicians cannot do anything except to say no. This will not work, because as long as people want an ever-expanding government to "help" and "protect" them, they will elect politicians who promise to find ways around limitations to governmnet's growth -- and find ways they will. This popular pressure is the reason why Republicans pay only lip service to the idea of small government, while practising the opposite. You have to go onto a deeper level and get the middle-classes to think that the government should say no. This is a more difficult task, but it is doable because in history it has been accomplished. Changes in the political system you are only symptoms of a disease, and you have to deal with the changes in mentalities that are the root of the problem to produce lasting effects.
