The latter being her job to do or to get Bush to do. Having failed miserably at this she is promoted to Sec of State where she has failed to get anything at all done. She did give cover for Olmert's month long war crime in Lebanon which only showed that Israel is even more vulnerable than the US. Being a complete incompetent is the ticket for success in Republican-land. She makes white boys cringe though so she would be a good affirmative action token to counter Barak and Billary.
