If by "Sunday obligation" you mean that parishioners are expected to attend church services every Sunday and on the days of other great feasts, then yes. In general you are expected to go to confession before every communion; I say in general because your parish priest may decide that you can take communion without a prior confession if your spiritual condition allows it, but then you should be fasting every Wed and Fri. Lenten fast is 6 + 1 weeks (6 weeks plus Holy Week, between Palm Sunday and Easter), no meat no dairy no eggs throughout, Wed and Fri no oil.
