Buckley came to oppose the war in Iraq (2003-). The Vatican does not bind the conscience of its members on whether this or that war meets the requirements for being just. The Vatican cannot bind consciences on that, because 1) not all the facts are available to the Church, 2) the Church is not competent to judge contingent secular matters (i.e. it can make categorical statements on the requirements for a just war and bind our consciences on that, but whether a given war meets the requirements is not something infallible magisterial authority can speak to).
