By whom and to whom? The link provided is to a decree of canonization (glorification) by some sort of Western rite (by his vestments) hierarch of some kind of autonomous Ukrainian Orthodox Church of the midwest, which claims communion with Constantinople, but does not seem to be recognized as canonical by any other Orthodox jurisdiction.
