That choice was made by Hitler when he invaded Russia while at the same time waging war against England. This gave Churchill and FDR a brand new ally, and they were not going to look at gift horses in the mouth. As it was, Russia became the graveyard of the Werhmatch, thus making the war load lighter on the other two.
