Germany declared war simply because they had a treaty with the Japanese to enter the war on their behalf against whomever declared war on them. The U.S. could have simply provided non military support to the allies. Of course the most glaring of all our misdeeds was demanding unconditional surrender of the Germans which served to keep Hitler in power and needlessly extended the war condemning many thousands if not millions to death and insuring the Soviet's takeover of Eastern Europe.
