Ideological and political movements emerge in response to changes in the real world whose costs become unbearbale as elites and people search for ideas that could explain the changes taking place and that could become a basis for action. My guess is that as long as the current political-economic system in the West will be successful in terms of co-opting the elites and the public, the winning "ideas" will be propaganda and marketing gimmicks like neo-conservatism.
