Furthermore, the Republicans wer not in a position to impose a high tariff in any case (as pointed out by Alexander Stevens). A tariff is wholly constitutional and one of the first congressional acts passed by the 1788 Congress. It most definitely worked against the interests of Southern slave owners, who wanted the cheapest manufactured goods in return for their slave-produced commodities (a classic pattern of economic colonialism - commodities exchanged in return for manufactured goods).
