If there is a buyer, then the seller is simply fulfilling their demand, but if someone actively tries to create that demand, by glorifying something destructive (like alcohol, drugs or prostitution), and enticing people to use it, then that is a case of trying to exploit others and I believe that is wrong. This legal approach to drugs would end the problems created by the war on drugs, namely of pushing the transactions conducted in the drug trade into the black market which encourages organized crime which fulfills the role of enforcing contracts and protecting drug property, while at the same time discouraging exploitation inherent in the drug trade by making it illegal to market the stuff.
