The Treaty of Versailles pretty much saw to that. Actually WWII was two wars: the Hitler War, which became official in September, 1939, and the Pacific War, which started in December, 1941. A superb book on how the Pacific War got started is John Costello's "Days if Infamy." It wasn't started by conspiracy. Hubris and myopia forced Japan into it, not evil intent.. As for putting down Hitler, well, sooner or later someone had to do it. There is no excuse for Wilson getting the US into WWI and then letting Clemenceau snooker him into supporting the Treaty of Versailles in exchange for French support for the League of Nations.
