However, the key correction of the content of this article with respect to Kosovo requires recognizing that the communist regime (and I mean this as a positive thing) provided superior health care services throughout Yugoslavia, including Kosovo. Albanians continued to have more or less the same birth rate, but this time with negligent infant mortality. So, the talk of some sort of "new war" through eugenics a la Rockefeller, Wilson, Hitler etc. is not really applicable in Kosovo as the outcome is hardly a result of some plan to spread their biological material, but rather of certain historical circumstances in communist Yugoslavia where Serbs became victims of the communist successes (in health care, education, etc.).
