The evidence supporting this view is so strong that Darwin himself acknowledged his theory of evolution cannot expain the rise of modern West, and within West the rise and decline of Spain and the rise of England. (A century and a half after Darwin wrote, one can add the decline of England to the list of changes far too rapid to be explained by a change in Englishmen's genetic makeup.) It seems to me this is the point Justin made when he worried about some groups of whites becoming backward. One can add the observation that the development Justin worries about only closes a circle: Huizinga's description of late medieval life in his famous first chapter of "The Waning of the Middle Ages" shows that the "white race" used to be just as primitive, volatile and violent as the best "barbarians" we know of.
