You are also mistaken to believe that all the dumbing down of academia means there is not still an elitism at work here. Fact of the matter is the dumb people are some of the best assets that any totalitarian can have. So naturally they want to hide the fact that many of the future true believers are borderline at best. I also wouldn't consider television to be an innocent tool.
