No...not smoking, but people's inability to merge onto the freeway. On ramps are for ACCELERATING up to highway speed, so when the time comes to pull out into traffic, there is little or no speed differential between one's own car and the cars already on the freeway. One can then apply either brakes or throttle to the problem of actually slotting into the flow. Sadly, proper merging techniques seem to fall far down the list of things to be taught to new drivers. Judicious use of a turn signal is also recommended, as advocated by St. Velicitous the Swift, in his writing "Turnpikus Mergicus". It might also encourage the slower drivers to stay in the right lane if they didn't have to come to a near stop to let in those still trying to merge at 30mph below traffic flow. Alternately, one can purchase any number of fine Japanese or European motorcycles, and with a flick of the wrist, merge at well above the speed limit, on one wheel, should one decide to do so.
