I had thought they were pretty much completely hors de loi according to the conventions ratified by the US, which don't include the 1977 Protocol. So what few rights do these gentlemen have under conventions ratified by the US (as opposed to internal US law), properly interpreted? By the way, thanks for the interesting article.
