I had thought they were pretty much completely <i>hors de loi</i> according to the conventions ratified by the US, which don't include the 1977 Protocol. So what few rights <i>do</i> these gentlemen have under conventions ratified by the US (as opposed to internal US law), properly interpreted? By the way, thanks for the interesting article.
