It was the creation of the Soviet Union as a consequence of WW I that ensured WW II (regardless of who ruled Germany). The principal failure of the Allies with regard to Germany was the failure to work with the anti-Hitler forces in Germany (principally in the army) to undermine or overthrow his regime. The reason is simple: they were more anti-German than anti-Hitler and they turned WW II into a war to destroy Germany.
