Did the US government let it happen (in which case Bush is guilty of a gross dereliction of duty), or did they (elements within the US admin and military-industrial complex)make it happen, as argued by the 9/11 truth movement, and if so, what was Bush's role in this? While the attacks were going on, Bush simply continued to sit there, listening to the children read The Pet Goat. The normal procedure had America been under a genuine terrorist attack, would have been for him to dive for cover. Instead, he remained where he was, exposing himself (and the children) to danger. According to Norman Mineta's testimony to the so-called 9/11 commission, but ommitted (surprise, surprise, from their final report, as was that of firefighters who heard explosions in the WTC buildings long before they fell), Cheney's behaviour was even stranger.
