I would be hesitant to make a judgment of the meaning of "liars" without knowing what term was used in the original Greek. Rahab clearly lied in <a href="http://quod.lib.umich.edu/cgi/r/rsv/rsv-idx?type=DIV1&byte=878799">Joshua chapter 2</a>, and is actually lauded for doing so in the New Testament (Heb. 11:31, James 2:25).
