What I meant was, the dubious events that were the issue of the 1920 campaign had already occurred (in 1916-19), just as the dubious events that may be the issue of the 2008 campaign have already occurred (starting in about 2002). In other words, both elections turned/may turn on whether past decisions were advisable. I tried to indicate this in the case of the 1920 election (perhaps unsuccessfully) by using the past perfect tense. (“The president of 1920 had done so and so.”) Sent at: 2008 11 20
