O’Connor took the cue and worked it into her decision, actually strengthening the rationale that had until thin only existed in Powell’s Bakke opinion. I think Robert Novak reported that Olsen never got to make his case to Bush, who just backed Gonzalez. In his own statements Bush has taken what is really the standard elected Republican line now: increasing diversity is good, just not with quotas.
