Several years ago I worked beside an Air Force officer veteran one of whose postings had been in a United States Embassy. He told me that, when a traveller got into legal or other trouble and called on the Embassy for help, the first thing Embassy personnel cxhecked, was his net worth: If the distressed American was not worth at least a million dollars, intervention in his behalf -- when it occurred at all -- was at best perfunctory.
