Congress defeated a proposed bill to require the administration to contact, consult with and receive approval from Congress before instigating military action against Iran. Finally, a blockade is an act of war. Thus, the president believes he has the inherent authority, backed by the congressional AUMF, and further supported by a "sense of the Congress" resolution.
