The reason it was carried out relates to peak oil. Matt Simmons, who has advised the White House on energy policy believes that peak world oil production was passed in late 2005. I think Cheney is using the neocon agenda as a smokescreen to hide behind. His policy is to kill as many Muslims as he can before the world wakes up to the fact that the days of cheap oil have gone forever. As Cheney said, the American way of life is non-negotiable. Once we get our first oil shortage crisis I don't think the average American is going to care how many people have been killed by this bunch of thugs.
