It will set time in Venezuela to what it was many many years ago (I grew up with it), it is based on a meridian passing very close to Caracas which very nearly at the center of the country; but then about forty years or so it was set to coincide with New York summer time (any reasons you can think of?). By the way, we are so close to the equator that winter-summer times make no real difference. Sent at: 2008 12 02
