It is when two or more individuals get together to do something wrong. When wrongdoing is discovered, you need to investigate. There is nothing complicated, unhealthy or opportunistic about it. In this instance, we know who the front-men are. The question is, what was going on behind the scenes to motivate the front-men? In short, what really happened, and why did it happen?
