Yes, states can make treaties for all those things. They can also choose not to join in those treaties, and they can also choose not to renew them. Imagine that you own a business with a large market in Country X. There is an election in Country X and the new government decides to protect the local industry and it a) opts out of the Free Trade agreement his predecessors signed on the grounds that he won the election by promissing to getout and b) slaps you with a stiff tariff.
