The truth is that it could have been a lot worse. And that was one instance. With a preponderance of small, fringe parties, the outocme would have been either the seizure of power by a fringe group (think about Presidnet Lyndon LaRouche), or a paralysis of governmetn leading to a Civil War like in Spain.
