One has only to go back and read back issues of the old National Review from the late 1950s or 1960s, and read the comments of most of the writers THEN, to see that they opposed the unconstitutional usurpation of power by the federal government. An excellent volume of the develping law and changes in law regarding civil rights is the volume THE BURDEN OF BROWN by Raymond Wolters, who is professor at the Univ. of Delaware.
