Ideally, political institutions should be decentralized to such a degree that membership in a community is either completely voluntary or quasi-voluntary (sovereign towns, counties, neighborhoods, city-states) with the obligation to obey being contingent on the freedom to emigrate. This principle would de-legitimize slavery, human sacrifice, etc., while avoiding the "tyranny of rights" inherent in liberalism and democracy. Sent at: 2008 07 24
