Yes, during the twentieth century, conservatism came to mean opposition to progressivism/socialism/preservation of republican institutions, while liberalism was defined as identical with progressivism/socialism. But prior to the twentieth century, liberalism referred to an opposition to centralized authority in all things, and opposed a "conservative" defense of the status-quo: monarchism, mercantilism, state-backed ecclesiastic authority, and constant warfare.
