I don't take it as describing an individual personally so much as a generally descriptive term about the kind of society we have - see my post "Against the Republic of Swine" at http://from-the-catacombs.blogspot.com/ The term is used in Plato's Republic to describe a commonwealth of utter complacency and self-satisfaction.
