William Jennings Bryan was Wilson's first Secretary of State. He resigned because Wilson's brand of neutrality was guaranteed to bring the US into the war on the British side. As a Christian pacifist Bryan wanted no part of it. Too bad Colin Powell was such a subservient team player. Had the US stayed truly neutral and acted as an honest broker, a peace with which both sides could have lived was very possible. Imagine how subsequent history might have been different had Corporal Hitler been able to pursue a postwar career as an artist specializing in watercolors of architectural antiquities in Austria and Bavaria.
